Tourism numbers for 2009

The World Tourism Organization reports that visits to Lebanon were up about 39% in 2009.
In Abu Dhabi, however, eTurboNews reports that "the number of hotel guest arrivals rose by just 2% year-on-year (y-o-y) in 2009."
I know there's been financial trouble in the Emirates, but even so, how to explain such a huge difference?
