What would have happened with the 150th anniversary of the Civil War?

I guess it depends ... anything paid for by the government wouldn't have happened ... anything being done with private funds through private organizations would probably move forward.
If the government had shut down, I should think battlefields such as Gettysburg, Antietam, and Fort Sumter, which are part of the National Park System, would have actually closed for the Sesquicentennial. Is that not correct?
Anniversary-schmanniversary -- we would've had our own civil war to worry about, lol.
