There are some great spots for surfing on some of the most beautiful beaches in the world in West Africa. With sandy sea beds and natural sand wave breakers, these spots are ideal for beginners and veterans alike. For an example of the kind of projects going on in that region of the World, click here.
Furthermore, due to the 'Surfer Mentality' the communities in the area are involved in the tourism project which allows for the sustainability of a local economy.

Having just returned from Britain earlier this week, I must say I was pretty surprised to find quite the bopping surf scene in Cornwall (southwest England, about five hours by train from London), of all places. The surfing capital of England is a town called Newquay, and even though the height of high season was already past, it was still jamming. Water's a little chilly and you need a wet suit, but the quality is good and the social scene hopping. I was staying out next to Fistral Beach and the lads and lasses were at it all day and well into the dusk; the British National Surfing Championships take place at this beach in October.
