Tibetan New Year 2019 will fall on the 5^th. February 2019. According to the regulations, Tibet is closed to international travelers 4-5 days before the new year holiday until the end of March every year. So, it means foreigners could not have a Tibet Trip from 1 February to 31 March 2019. If you intend to visit Tibet during this time, you have to reschedule your plan.
