Most people head to Leh during summer to escape the heat and monsoons in the Indian subcontinent. July-August-September would be ideal weather wise. However be aware Leh is at an altitude of about 11,000+ ft. which can be a problem to certain people.
The budget (minus airfare) can vary from Rs 1000/day and above depending on your needs. Check the official site for Leh for more information. Be aware that everyone needs an Inner Line Permit (ILP) to visit certain parts of Ladakh/Leh.

I have been to Leh, but have not trekked. I suggest you ask the Indian Mountaineering Clubs for suggestions.
