Maarten is right. Area around REX hotel is ideal for celebrating the New Year.
A little tip: As part of the "culture", if you could prepare some USD 2 dollar bills and give them to those who are at your service on the New Year Day as a little "lucky money", they'll be very grateful. You'll see how happy they are. This is not compulsory though.

In Hanoi, the best place you can celebrate New Year's Eve is Hoan Kiem lake, but maybe there is not any firework performance
