There are many advantages to choosing Mexico. It's close, flights are cheap, other gringos have paved the way, etc. The major downside, as I see it, is the Byzantine nature of Mexico's property laws regarding land within a certain number of feet of the shore. I can't blame Mexico for imposing those restrictions; the government has the right and a duty to make sure the entire waterfront(s) isn't in foreign hands. However, that still leaves the foreign resident with some legal hurdles.

My conclusion? Mexico, but with this post-Recession twist: Don't buy a house there. Rent.
thanks so much
Costa Rica still attracts people who like the peaceful country with lots of nature and beaches, Belize slightly rough on the edges remains an attraction as an option. Ecuador. Its currency is the same as US, Chile, an often overlooked country has very good climate.
cheers. good info. thanx
