Premium economy on Delta. How does it compare to regular coach class?

You mean Economy Comfort with the longer legroom (2"+ ) and a little more recline than regular economy.

Unfortunately the seat can only be "booked" on Delta.com directly (or calling Delta).

Can't find them with online travel agency. Can you?

One would have to identify which rows in each aircraft has that extra recline. DL's domestic First has a pathetic recline too :(
